The next major release of Delphi, code name, Tiburon, will be entirely Unicode based - the IDE, the VCL, everything. CodeGear has blogged about this quite a bit.

ReportBuilder for Tiburon will be Unicode based. ReportBuilder for D2007 and prior will remain ANSI based.
