file not found proxies.dcu

We have installed Indy 10.00.0.17b
I need to recompile ReportBuilder Enterprise, because was needed from
TExtra Device.

When we do it there is an error: File not found Proxies.dcu

CodeGear stopped inlcuding the Proxies.dcu file with Delphi. You will need
to build with packages and include the DesignIDE package in the list.
