Problem outputting items to text file in correct order

I am using Delphi 2007 Rad Studio , and ReportBuilder 11.04

I have set the output saveorder field for all components/labels in the
detail band from 0 to 15, when we select output to text file the order is
not the order we expected.

What have i missed here...?
