Force ShiftToRelative

Just for info before my question.
I use Report Builder 12.05 Build 251 and Delphi XE.
I have just one question. It is known that the components have the property
"ShiftToRelative" when placed within the "Regions" lose their function.
Is there any way I can force the "ShiftToRelative" even if the component is
within a Region?
I ask because I am building a dynamic header, where the user can let
visible fields or not. I use the regions as we have a standard, and
additional issues are made in another Region following the expansion of the
main Region (Default). Having this possibility, it would help a lot.

Correct, components inside a region cannot shift relative to other
components in that region. If you need this functionality, you will
need to use subreports rather than regions.
