Report Designer displays when program runs in 2000?

I have all my report tools (RB5.x) on my starting screen, which
displays as a logon for the program. This screen is then hidden while
the program runs.

On this form I have all my report tools, report, designer, etc.

On a Win2000 machine (SP4) when my program runs it displays the report
designer (as well as my program). This doesn't happen on XP (my
machine).

I've altered the Designer.visible to false but this doesn't help that
I can see. Why is the report designer showing when my program runs?
What could be causing this to happen. I'm not sure if it's the
designer, or report that's making this happen but the user says he
sees the designer window come up.

    I do not know what the difference between Win2000 and XP would be. We use
    both here extensively and have not noticed any differences. However we are
    not running RB 5.x here. We are running RB 9. Later versions of RB have a
    more efficient TppDesigner that only creates the internal designer form when
    you call TppDesigner.Show. I think RB 7 introduced that the newer
    architecture. Earlier versions of RB did not have the create on demand
    architecture for the designer form.

    From a design stand point, its better to have a separate Logon form and
    ReportDesigner form/datamodule. You can create the reportdesigner form after
    the user logs onto your application.
