Plan to include RAP in my system, will user need any licence to access RAP functions report

I plan to include RAP function which allow user to design their own reports
with simple Delphi coding using designer, Calc Workspace.

Is that the user who use this system using RAP functions need any licences?

    You may compile ReportBuilder reports into an application and distribute the
    application royalty free. You can also build royalty-free end-user reporting
    solutions. However you may NOT build a stand alone reporting application or
    query application or an application that could possibly compete with RB in
    any way.

    For example, lets say I am user of RB and decide there is market for a
    query/reporting application that will import QuickBooks data and enable
    users to create/modify queries and reports. This application violates the RB
    license agreement. This application is a stand alone reporting application
    and does not add materially more functionality than what
    is included with RB already.

    On the other hand, lets say I have an accounting system for car dealerships
    that I have created and I want to add pre-canned reports and end-user
    reporting to my application. This is ok. This adds reporting capabilities to
    an accounting system that I have written. Reporting is NOT the focal point
    of this application, the Reporting will be limited to my accounting
    database.

    For example I have a standard Accouting system in Sales Invoice program, I
    will allow user to
    print pre-define Sales Invoice Report. But my system allow them to change
    positioning,
    alignment, and further customised the reports with access to report design.
    They can use RAP function to coding and save in a new format. Then next time
    it will be able
    to use this customised report to print their invoice reports. I plan to have
    this feature in all my
    standard report, allow them to customised.

    Will user need licence to access this RAP function.

    So in what kind of situation there is a need for RAP licence?

    What is the feature different between End-user need licence
    and without need licence for RAP features?
