Where is IniStorageType setting for Data Dictionary Builder?

Delphi 2007, RB 10.06, Windows Vista.

Where do I set the IniStorageType when using the Data Dictionary Builder?

I changed the ppDesigner setting to Registry, and that fixed a problem with
the designer, but when I go into the Data Dictionary Builder and then try to
close it, it gives me an exception about not being able to save
RBuilder.ini. I have to use Task Manager to close down Delphi 2007 and then
start all over (it would be nice if Report Builder could close gracefully
when an access denied happens upon trying to save its settings).

    Hi David,

    Are you running Delphi 2007 as an administrator? If not, you will need to
    do so in order to write to the RBuilder.ini on a Vista machine. At design
    time there is currently no way to change where these settings are kept so it
    is necessary to run Delphi 2007 as an administrator in until we release a
    version of ReportBuilder that is officially Vista compliant.

    It appears that changing the iniStorageType on ppDesigner only works at
    runtime. If I double click on the ppReport component and enter the designer
    that way, I get an exception in Windows Vista about not being able to save
    the RBuilder.ini file. How do I change this setting for design time? This
    is probably related to the same error when I try to exit the Data Dictionary
    Builder.
