Keyboard Control in one app

Hi
I have a strange problem in the end user designer in just one app. (D7, rb
7.04 ent).

Crtl Up and Ctrl - Left don't move a control, also when try and align left,
right etc, instead of align, the controls grow and move a little.

I've tried all these :

1. searched for rogue rb files inside this project - can't find any
2. copied rtm files from other apps into this one - copied files have same
behaviour
3. created a new project, copied a few forms into it as possible - same
problem

It was ok until about 2 weeks ago. I'm completely stumped by it.

    I also noticed, Nudge Left and Nudge Up don't work, so probably related.

    More information :

    In the Delphi IDE, if I double click the ppReport and display the designer,
    it works ok.
