Error when Building Project

Using RB 19.02 and Delphi 10.2.3 I get the error [dcc64 Error] ppUtils.pas(4078): E1012 Constant expression violates subrange bounds this is on the line Result := HKEY_LOCAL_MACHINE;

I am unable to recreate this error with a simple 64bit example. Please create a simple application that demonstrates this behavior and send it to support@digital-metaphors.com in .zip format or provide the exact steps needed to recreate it on our machines.
