I found program for pdf to emf conversion
Well, if anyone needs to convert a PDF to an EMF and have the output EXACT,
then just grab a copy of Adobe Illustrator 10. It will take a pdf and then
export it to an EMF and as far as I can tell, it is exact to the pdf. I no
longer have to recreate any of the pdf forms we get, and the EMF files are
only about 70k per page. The emf files work perfectly in report builder.
