Question about DisplayFormat

Got problem with display format(real value db field) i can't figure out.

The goal would be (in examples):
1 000,01 (positive value)
0,00 (zero value)
-100 000,10 (negative value)
3,00 (positive integer value)


The display format doesnt seem to realize there're other local settings than
.us
