blank page when datapipeline's dataset empty

I've noticed that if I preview a report and set the parameters on the main
dataset such that it is empty, then the report is completely empty. There
is no title or summary. I'd prefer that it at least show the title and
summary, but it normally is not that important to me.
However, I have a report in which I basically want to show two lists - one
right after the other. It is not a master-detail relationship. I have
linked the report.datapipeline to my first dataset. In the summary band, I
have a subreport which is linked to my second dataset. So, the problem is
that when the first dataset is empty and the second one is not, then nothing
prints.
Any advice?
