RB doesn't provide the capability to rotate a page. There is a component called RotatedLabel with which you could generate the report. You'll want to create a special report specifically to generate upside down, by setting the angle to 180 degrees on every text component. The RotatedLabel is not data aware, so you'll have to set its caption based on the current value in the datapipeline manually.
