Is there a setting somewhere that would make the ruler measure from the edge
of the paper rather than from the margin?

When I have a form that I am trying to duplicate, I measure from the edge of
the paper and then I have to keep subtracting the margin amount from it in
order to get the right distance on the ruler. It doesn't matter to me that
the actual position is measured from the margin. In fact, I think I prefer
that, but it would be nice if there was a way to toggle a setting that would
subtract the left margin and top margin from the ruler only. If there is a
way to do this, please let me know what it is. Thanks.

There is no such setting to change the ruler start setting. You'll have to
make do by subtracting the margin. Thanks for the suggestion.
