Printing terms and conditions printed on the back of every page

We have a customer who wants a page full of terms and conditions printed on
the back of every page. Does anyone have any idea as to the best way to do
this. It's already a pretty complex report with sub-reports etc...

not really based on data per se?

If you don't want to create a group just in order to force a page break,
then there is a PageBreak component provided by RBAddOn
