Common Headers and Footers

I am evaluating Report Builder to see if it will meet our needs. There is
one requirement that I have questions about.

On multiple reports the user needs to be able to select either the
standard header and footer or a custom header and footer. The user will
define the custom header and footer. The standard header and footer will
be the same for multiple reports. Both custom and standard headers and
footers will be stored separate from the reports. When viewing or
printing a report I need to merge either the standard or custom header and
footer.

From what I have read and looked at, I am going to need to copy all the
objects from the header/footer in the header/footer report to the
header/footer in the actual report. Is there a better way to handle
merging headers and footers?

directory for an example of how to dynamically load pre-made headers and
footers into a report.
