I'm try to Control the header so that it is only visible when the master
record changes.
Is there any elegant way to do this?

Create a group on a field which will change between every master record.
Then place the header content in the group header. The group header will
reprint whenever that field changes.

Will it only change once?? I have reports that extend more than one page....
I need it to print only once per Master record...

Uncheck the 'Reprint group headers on subsequent pages' checkbox in the
Group dialog (Report | Groups) to make sure it only prints once.
