HP Printers, EMF's and Win9x

Well, we seem to have a problem that is across the board here. We are
printing out a report which uses an EMF file as a background over which we
fill in the report with our data. This works fine under Windows 2000/XP, but
under any form of Win9x, Windows 98, 95, and ME, it prints the EMF's
horribly distorted with lines missing, fonts being sized wrong, etc... It
appears that this problem is only showing up when the person is using a
combination of Win9x and an Hewlett Packard Laserjet printer. In fact, we
had a two people in one office who were both printing to the same network
Laserjet 1100 and the Win2000 machine worked while the Win98 machine did
not. We have tried everything from installing all of the Windows Updates,
Updating the HP printer software and PCL software, recreating the EMF's
using different programs, switching the spooling mode on the printer from
EMF to RAW, turning off spooling, everything. We are using Report Builder
6.03 and this problem is happening everywhere we have this set of
circumstances, so we know that it isn't just random. We were even able to
duplicate it at our offices on a windows 95 machine. Is there any known
issues with EMF's and Report builder? We have been unable to find issues
between EMF's and HP's PCL drivers that have been reported elsewhere. Our
original documents are in PDF format and so we converted them to EMF to keep
the vector format and make the printed output look right, but now it seems
like this may not even work. Please help.
