Mailing list report - 1 page full of identical labels please

I'm a rusty report builder user (Ent 6.03, Delphi 5)

I would like to create a mailing list report with the same data duplicated
on all (8x3 labels).

I've used the Avery template (and LearnReportbuilder.pdf) to get 1 label per
record, but I want 24 labels per record.
Is there a simple way to do this or is it less painful to duplicate the data
in an intermediate table?

I'm looking at a Clipper table via Advantage Drivers and ppDBPipeline.

Set the BandsPerRecords property of the detail band to 24.
