Vertical Lines Aren't Stretching

My Name is Rick Mullings, I 'm using RB V3.5. I have several vertical lines
used as dividing lines in the detail band of my report. On the detail band
between the dividing lines I have several memo's the memos are set to
stretch, the detail band is dynamic and the vertical lines are set to parent
height, and stretchwithParent true.

The problem I'm having is the vertical lines stretch for memos whos band
stretches, but is a short fixed length for bands who's memo's don't Stretch.

Do you have any suggestions?

Are there any stretching components in those bands? What is supposed to
cause the band to stretch if the memos don't.
