You can try using a TppShape or a combination of TppLines. Set the shape's ParentWidth and ParentHeight to t true to have it stretch at design time to the detail band's extents. Use the SendToBack method to send the shape to the back so that you can see the text on top.
The problem if I do it that way is that the border will be around each mailing label not around the edges of the sheet. I've tried by having a sub report with the labels on inside the main report witch have the borders. It works but only at first sheet, sheet two and up is missing the border.
Use the PageStyle band. It prints behind allother bands in the report. Resize it to the height of the page. Now if you place a shape in this band, it should give you the border that you want.
