Have you turned the GridLines feature off in the crosstab designer?
You'll have to create borders manually. One way to do it is to create the draw command in a custom cross tab renderer replacement. The crosstab renderer is located in ppCTRend.pas. Make a copy of it and change the class name. Then you can modify the class to work how you would like to. It is complicated, but that is one way to perform custom drawing for the crosstab.
