Outline on Previous save archive report is lost?

I have report that were saved in archive format *.raf under Delphi 6 and
Report builder 7.02. I now recompiled my application under Delphi 7 and
Report builder 7.02 and unable to view outline on all previously saved
report.
What is happening here and how do fix this problem?

It seems like the problem is within the archive reader...
Even the new report at print preview time show outline but after save it to
the archive format and then using the archive reader to view the report the
outline does not show regardless of toggle the option suppress outline.
