Regardless if we release a new version, any version of RB should be able to support DBISAM 4.0 when it comes out. RB relies on the TDataset interface in which the way we talk to DBISAM looks like this:
I've been using the 7.02 Dade plugin for DBISAM with v4 for a couple of weeks now without any problems. Unless I'm missing something, I don't think that anything on the ReportBuilder side will need to change for use with DBISAM 4.
