ReportBuilder relies on Delphi for XP Theme support. Delphi 7 is currently the only version of Delphi that allows the use of the XPManifest component located in the Win32 tab. XP Themes are not supported for Delphi 5.
You can create the manifest file manually for delphi 5. I remember reading and article about it on borland's web site. I think you have to drop a file on the directory where the application runs...something like manifest.xml...but I'm not sure, search in the newsgroup @borland.com
