Line down left side

I am trying to get a line down the left side of my report. I have a sample
report that does this and it works fine. The sample report has a line that
starts in the header and is defined as having a height of 582mm. Even though
the header is only 80mm. When the report prints, the line prints for the
length of the page and the detail is in it's proper place starting at 80mm.

When I create a similar line in my report, it forces the detail section
below the 582mm mark.

What is the difference? How do I get a line down the entire left side of the
page and still show the detail where I want it?

I figured it out. The header was set as dynamic height instead of static.
