Printing Horizontal Lines at Top and Bottom of Every Page

I have a multi-page report that includes many stretchable memo components.
So different data may be on different pages depending on how much text is in
the memo components. Right now I have everything in the Header band.

I need to print some horizontal lines and page numbers at the top and bottom
of each page of the report. How can I do this? What band should I put these
elements in?

    Hi David,

    The Header and Footer bands are actually page header and page footer bands.
    If you need to print the same objects on each page, the best bands to use
    would be these. Instead of placing all your memo components inside the page
    header band, you could place them in a group header band or inside the
    detail band.
