Mater/details with no details so report is blank

I have a master details report, grouped by the 2 fields of the primary key
of the master. Some masters have no details. In this case I am not getting
any output from my report, no header, footer nothing. I must have done
something stupid but I can't see it. If the master has no details is there
something that prevents the report from populating the group header or even
the report header?

It seems the answer is TppDataPipeline.SkipWhenNoRecords. New it was silly.
