Labels missing in label template wizard!

I am calling the label template wizard using the code at the end of
this message. Everything works perfectly except that all of the labels
for the controls are missing from the label template wizard dialog. For
example there are no titles on the group boxes and no labels for the
radio buttons at the top. My guess is that the labels are stored as
resources and are not being loaded. What must I do to get the component
labels to appear?

The actuall info for the label templates are saved in another rb form which
I think I remember you can trace back to from the label dialog itself where
it is loading the info into the dropdowns???
