shiftwithparent and stretch of TppRegion

I don't know why for tppregion, shiftwithparent and stretch cannot be true
at the same time, why? (what is the underlying login for not allow this)

Hi Kei,

The ShiftWithParent is a legacy property included for backward compatability
with older versions of ReportBuilder. If you would like to shift a
stretchable component relative to another component in that band/region, you
will need to use the ShiftRelativeTo property.
