TppPageBreak causes a blank page between groups

I created a simple test report using the customer table from DBDemos.
The report has one group on the State field. Start New Page is _not_
checked for the group.

I dropped a PageBreak component in the group footer. It is the only
component in the group footer. When I preview the report there is a
blank page between each group. Why?
