several stretchable component inside a region

Suppose there is two column and three row of component inside a region, the
second column is stretchable component, if the first row, first column
stretch, then the second and third row need to shift downwards, and the same
for the third row.
I try to set shiftwithParents property to true but the strange is that if
the first row, first column is empty, the second row and third row still
shift and so there is a blank space between the first row and second row.
If using ShiftRelative to, it is quite trouble because if the first row,
first column has no data, then the second row will shift and overlap the
first row, first column label.
So how to handle this case?
