Can not follow instructions

the Report Builder tab is not there

I have Delphi 2005 Enterprise

I ran the rbpro9.exe

in Component
in Install Packages...

the 8 packages are checked
but when I click the Components Button
there are no components.

cannot follow the notes in the read me
because there is not a

Configure Pallet... does not exist
under Components


What Now?
