Report Formatting Conundrum

I am trying to design this report which will act as a Purchase Order. The
user wants the totals to always appear at the bottom of the page and the box
and lines of the report to always fill the page down to the totals. On one
page, I can get this to work no problems. Simply setting the Detail band to
a static height works fine. The problem I am having is when the report
spans more than one page. I can get the totals to appear at the bottom with
setting the bottom offset, but getting the surrounding box to go all the way
from the top to bottom is giving me fits.

I am using a subreport for the data in the details band, and am currently
using a Region to make the box (a shape didnt seem to work as well)

I made the Detail band dynamic, but that doesnt work because if the
information stops halfway down the 2nd page, so does the box.

Any help would be greatly appreciated.
