Unfortunately the page footer band is the only band in ReportBuilder that cannot have a dynamic height. The space for this band is pre-allocated before the report prints so any other dynamic or repeating bands will know where they need to break to a new page. You might try using a group footer or summary band instead.

You can set the Band.PrintPosition property to specify the vertical page
position at which it will start printing.
