Inserting a region Subreprot

I have a report with four subreports (D7, RB7). Three of this reports
contains more subreports.
Now I hav to add a Subreport in front of the four subreports. I can place
the report at the first position but the report tree shows it in the last
position. "Send to front" or "Send to back" has no effect.

any hint for me?

    Subreports set to pbSection print in z-order. Use BringToFront and
    SendToBack to change the z-order. The z-order is displayed in the report
    tree view.

    For Subreports set to pbChild, define a ShiftRelativeTo relationship between
    them to control the order.
