The new RB 10 user interface supports themes (i.e. skins). The style of the tools is rendered by the selected theme. The OfficeXP and Default themes have the look that you are describing.
From the Report Designer, select View | Themese and then choose the OfficeXP or Default themes.
Once you choose a theme, the name will be saved to RBuilder.ini and therefore used the next time you run the app.

The toolbars in the Design workspace are the same width as they were in the last version. That is so that they can be docked side by side. Perhaps you are referring to the previewer. The Previewer has a true toolbar now, where as prior versions it was a panel with buttons. We changed it to be a toolbar so that it looks more like MS Office apps. The preview is a plug-in class that can be replaced. The source code to the ancestor classes resides in ppPreview.pas. The preview manages the viewer, toolbar, outline, etc.
Let me know more precisely what aspects you are wanting to change....
TppDesigner.Menu provides access to the menu bar. From there you can traverse the items and set their visibility.

No wasn't what I wanted. Do we programatically have access to any of the bar
properties?
Can we also disable the changing of themes in end user reporting?
