ReportBuilder will not break to the next page unless it runs out of space to print on the first page. Are you using all static components and bands? Are your subreports fixed style? If not, they will stretch and could possible overflow to the next page. Try either removing all dynamic objects from your report or perhaps compressing the design of the report vertically so it will fit on one page easier.
