RotatedLabel not working?

Delphi 7 Pro + RBuilder Pro 10.03
1) I add a RotatedLabel to the report.
2) Right-Click it and click on "Position"
3) Set "Angle" to 45 or 90 or whatever
4) Accept and close the window and nothing happens
5) Right-Click again and the "Angle" value is "0" again!!
BTW, the word "Angle" is not translated to Spanish ("?ngulo")

In my testing with Delphi 7 and ReportBuilder 10.03, the angle property is
functioning correctly at design time and runtime. Does this behavior occur
at runtime as well? Perhaps try reinstalling ReportBuilder and see if that
fixes the problem.
