Group header - start new page

I have a report has group header and set to print a new page.
However, most of them can start a new page for each group.
There is one occassion the second group header appended at the bottom of the
first page. The third group/page resumes normal to start a new page.

Are you able to recreate this issue with a simple example I could run on my
