region keeptogether can't function as expected

I have a region and a subreport in group footer, the region has set
keeptogether to true and shiftrelative to the subreport, but when running
the report, the content in the region has split in two pages, why??
is shiftRelativeTo and keepTogether in region component has some conflict
and so can't function correctly?
I am using reportBuilder 7.03

Hi Kei,

In my testing with RB 10.04 I was unable to recreate this issue. Placing a
region below a subreport in a group footer with ShiftRelativeTo set and
KeepTogether set to True, never split the region across two pages. Try
updating your version of RB to 7.04 and see if that helps. If not, you may
need to consider upgrading to the latest version of ReportBuilder.
