Near the end of the installation process, ReportBuilder will attempt to automatically build and install the TeeChart packages on your machine. In some cases, this can take some time. How long are you waiting before killing the process?
If you were able to successfully install without TeeChart, you can try to build the packages yourself using the RBTeePackageBuilder.exe application located in the \RBuilder\TeeChart\... directory. Simply run the app, make sure all the values are correct and press Build.
I had similar problems. Together with DM we came to the following solution.
- close Delphi - de-select teechart during installation. the required files are installed anyway - after installation of RB start RBTeePackageBuilder.exe from the TeeChart directory - select your configuration and select 'Build and Install' - this will create a BuildTee.bat file in the the TeeXXX subdirectory. - RBTeePackageBuilder.exe had to be killed in my case - start the BuildTee.bat from the command line. This installed the TeeChart package correct.
This is an issue that seems to only affect Windows 2000 SP4 machines. Try re-installing ReportBuilder without TeeChart support. Once this has finished, try running the RBTeePackageBuilder application located in the \RBuilder\TeeChart\... directory. If this hangs like the installation did, terminate the program and run the BuildTee.bat file located in the \RBuilder\TeeChart\TeeXXX\... directory (major version of TeeChart you have installed on your machine. This will install the RB TeeChart packages.

I tried it again but this time de-selected teeChart support. It installed
OK.
I can re-produce this...each time teechart is selected it gets stuck on 91%

Additional info:
Process "RBTEEP~1.exe" is sitting idle (CPU time = 0, Memory use not
changing). If I kill the process, install then resume.
