Barcode and regional settings

In our software architecture we build a ticket format in an application
server and save to archive, send to the client, read from archive and
print it. It works well if the server and clients machine have the same
regional settings. (on regional settings panel / Advanced / Language for
non-Unicode programs)
For example:
if the server regional setting is HUNGARIAN
the client is ENGLISH (United States)
then the barcode will change from 00461532SZEGE to N00461532SZEGE
The change is the "N" char in the barcode.
It is important we load the same archive file with Hungarian then
with English setting.
I have a very simple demo to show this problem. If somebody ask I will
send the source of my demo project with a test ticket format.
