You can access the report events from the Delphi Object Inspector by selecting the report object on the form and then clicking the Events tab. We have had no other users mention a problem accessing report events at design time. Perhaps some more information about what exactly is happening will help me understand the problem.
The Name property is not available in the end-user inspector attached to the Report Designer. You will need to use the Delphi Object Inspector to alter the name of a report component.

I ment I could not access events in report designer ( for example for report
header ).
Just figured that when I click "ReportBuilder" on Windows task bar I get
access to events tab, not very "RAD" but at least it works.

You will need to change the Name property to see the name change reflected

I can't see any property called 'Name', there is 'UserName' but as I said it
does not work.
