Subreport expands over text

Using RB Ent. 10.07. I have a subreport at the very top of the header
section of my main report. The subreport expands to allow for more data
than will fit in the predefined height. The problem is that it expands over
the text components underneath it. How can I push the components beneath
the subreport down as the subreport expands?

    drop a region below the sub report and set shift-relative to the sub report.
    Put the label on the region.
