Installation not succeeding for TeeChart Pro 9.0 (2010) ReportBuilder components

We are using TeeChart Pro v2010.00.00407 and ReportBuilder v12 Build
162. When I tried to open a report with a ppTeeChart on it I get an
error stating "Class TppTeeChart not found". Upon looking into this, I
see the TeeChart functionality for RB is not in the VCL. As long as I
don't try to open a form with a TppTeeChart on it I can compile it just
fine.

The problem is I can't edit any report with a TppTeeChart and I can't
create a new chart on a report since the VCL components are missing. I
have tried running the RBTeePackageBuilder.exe and it seems to compile
and install things correctly but still no VCL components for the RB/TC
stuff. I am getting the following error message however....

rbTC1211.dpk(31) Fatal: E2202 Required package 'Tee811' not found

even though the TeeChart Major Version Listed is Pro9

Suggestions?
