Richtext - Property ExplicitHeight does not exist.

I'm using Delphi 7 and ReportBuilder Pro version 12.03. When I try to
invoke the RichText editor in the designer, I get the following error:
Error reading pnlBase.ExplicitHeight: Property ExplicitHeight does not
exist.
