I am using RB 14.03 and have noticed that the image (TppImage) I have on the report header does not show on the print preview, but is on the report when printed to a printer or PDF. I believe this happened about the time I upgraded to 14.03.
What type of image are you trying to display? Are you able to recreate this with a simple example I could run here on my machine? If so, please send the example in .zip format to support@digital-metaphors.com and I'll take a look at it for you.

I have created and sent you the code. I realize my reports are on decendant
frames and you warn against that, but it has been working good for years.
