On some of text type the letters don't appear as expected

Hello,

On W7 x64, D7, RB 12.03, the following codes from Central european charset
appears correct on screen preview, on jpg, wmf, gif text files, but failed
to draw correctly on txt, pdf, doc, rtf text files:

E3, BA and FE

This codes are in windows character map.
Is there a solution or a workaround for this issue?
