The DataMatrix encoder included with ReportBuilder 15 allows for the raw encoding of data to the DataMatrix barcode format. There is no logic to automatically encode specialized versions of the barcode such as GS1.
It is up to you to use the proper encoding to meet the specifications of the specialized barcode you would like to use.

According to this the FNC1 character is ASCII #232.
